Urges the Maui County Planning Department to retain the word "require" in the South Maui Community Plan regarding infrastructure standards for new development projects.

Opposes the proposed removal of "require" language, arguing it would weaken enforcement and accountability for ensuring infrastructure improvements are completed before or concurrent with new development.

Expresses concerns from Wailea community members and South Maui residents that weakening infrastructure requirements could lead to overdevelopment, traffic congestion, environmental degradation, and strain on water, sewer, and emergency services.

Requests the Maui County Planning Department consider infrastructure-completion policies from other U.S. municipalities in California, Florida, and Colorado as models for sustainable growth.

Directs certified copies of the resolution be sent to the Mayor of Maui County, Director of the Maui County Planning Department, and chair of the Maui County Council.
