Urges the Department of Land and Natural Resources to conduct a comprehensive economic analysis of all military-leased lands in Hawaii, including over 200,000 acres occupied by U.S. military at locations such as Pearl Harbor-Hickam, Schofield Barracks, Marine Corps Base Hawaii, and other installations.

Analysis must assess lost economic opportunities from agricultural, educational, and housing uses; costs for cleanup of contaminants and unexploded ordnance; restoration and development costs; lost income from $1 leases instead of fair market rents; and lost tax revenue from productive use under Public Law 86-3.

Several military land leases are set to expire in 2029, including lands at Pohakuloa, Kahuku, Kawailoa, and Makua, which have suffered environmental and economic degradation from military use.

Directs the Department to establish a formal public process for lease renewal negotiations, including public hearings, community consultations, and stakeholder engagement before any new agreements are signed.

Department must submit a report detailing findings and future lease negotiation plans to the Legislature no later than 20 days before the 2026 regular session convenes.
