Urges the U.S. Department of Defense to open recreational facilities on military installations in Hawaii to all state residents, citing historical land acquisition issues including the 1893 overthrow of the Hawaiian Kingdom and the contested annexation of Hawaii.

Identifies 10 specific military recreational facilities to be made accessible, including Hale Koa Hotel in Waikiki, Bellows Air Force Station in Waimānalo, Kīlauea Military Camp on Hawaiʻi Island, Marine Corps Base Hawaiʻi, and Schofield Barracks.

Requests the Department of Defense develop guidelines for safe and secure public access to these facilities, drawing on successful public access models implemented in other jurisdictions.

Argues that Hawaii residents contribute substantially through military service and taxation but are restricted from these facilities, and that expanded access would provide much-needed recreational opportunities given Hawaii's high cost of living.

Directs transmission of the resolution to the Secretary of Defense, Indo-Pacific Command, military service secretaries, Hawaii's congressional delegation, the Governor, and county and city mayors.
