Requests the State of Hawaii to consider import substitution as a key strategy for economic growth and diversification to reduce reliance on imported goods and increase economic self-sufficiency.

Directs the Department of Business, Economic Development, and Tourism; Department of Agriculture; and Hawaii Technology Development Corporation to identify sectors where local production can replace imports, including food, energy, technology, and consumer products.

Urges relevant agencies to propose policy measures, incentives, and funding mechanisms to encourage private investment in local production and to collaborate with industry and research institutions on innovation and workforce development.

Requires agencies to develop a comprehensive strategic plan examining Hawaii's historical precedents and Asian economic models (Japan, South Korea, Taiwan) that successfully implemented import substitution policies.

Mandates submission of a joint report with findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2026 Regular Session.
