Request that the City and County of Honolulu promote and expand the neighborhood security watch program, which currently has approximately 12,000 participating residents across Oahu.

Establish a prototype pilot program providing minimal funding to selected communities with active neighborhood security watch programs, including budget allowance for one mailer per home per quarter and funding for regular group meetings.

Require the Honolulu Police Department to provide accounting and oversight of the pilot program funding.

Expand the pilot program to other communities if proven successful.

Transmit certified copies to the Mayor of Honolulu, Chief of the Honolulu Police Department, and Chair of the Honolulu City Council.
