Request Department of Corrections and Rehabilitation to coordinate with the Judiciary to include a circuit and district court facility within the new Oahu Community Correctional Center in Halawa.

Request establishment of a release procedure requiring detainees or inmates to be transported to sites other than residential communities or public spaces upon release from the facility.

Identify cost reduction and environmental benefits from including court facilities on-site, reducing the need to transport detainees between Halawa and Honolulu courts.

Address community concerns regarding public safety impacts from releasing detainees directly into residential areas and concerns about increased traffic, labor costs, and greenhouse gas emissions from regular detainee transports.

Direct transmission of certified copies to the Governor, Director of Corrections and Rehabilitation, and Chief Justice of the Hawaii Supreme Court.
