Urges the Legislative Reference Bureau to conduct a study on the economic, social, and fiscal impact of the Kapiolani Medical Center nurses strike and lockout that occurred in September 2024.

Requires the study to examine costs to taxpayers, families, and safety resulting from the 22-day lockout that affected more than 600 nurses.

Mandates the Legislative Reference Bureau publish its report and provide findings to the Legislature no later than 20 days prior to the convening of the Regular Session of 2026.

Notes that the lockout led to use of traveling nurses earning 10-15% more than permanent staff nurses, and that the subsequent contract approved October 2, 2024 included patient-per-nurse limits and an average 3.5% annual raise over four years.
