Requests the State Auditor to conduct an impact assessment of House Bill No. 556 H.D. 1, which proposes mandatory health insurance coverage for colorectal cancer screenings.

Requires the assessment to evaluate both the social and financial effects of the proposed health insurance mandate in accordance with Hawaii Revised Statutes sections 23-51 and 23-52.

Mandates that the Auditor submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the start of the Regular Session of 2026.

Directs certified copies of the resolution to be transmitted to the Auditor, Director of Commerce and Consumer Affairs, and Insurance Commissioner.

Cites colorectal cancer as the third leading cause of cancer in Hawaii and notes that not all state residents currently have access to no-cost colorectal cancer screening through their health insurance.
