Requests the State Auditor to conduct a social and financial impact assessment of House Bill No. 641, which proposes mandatory health insurance coverage for Native Hawaiian healing practices including lomilomi massage, 'ai pono, la'au lapa'au, and ho'oponopono offered through federally qualified health centers or Native Hawaiian Health Care Systems.

Requires the assessment to comply with Hawaii Revised Statutes sections 23-51 and 23-52, which mandate evaluation of proposed health insurance coverage mandates before legislative consideration.

Assessment must identify the specific health services to be covered, extent of coverage, target groups, utilization limitations, and standards of care.

Auditor must submit the report and recommendations to the Legislature no later than twenty days before the Regular Session of 2026.

Certified copies of the resolution shall be transmitted to the Auditor, Director of Commerce and Consumer Affairs, and Insurance Commissioner.
