Urges the City and County of Honolulu to adopt innovative measures to address illegal dumping in Ewa Beach, which poses health hazards to residents and diminishes the natural beauty of the Hawaiian landscape.

Recommends increasing access to disposal sites in high-incidence areas and offering weekly bulk item pickup as routine service instead of appointment-only service.

Encourages the City and County of Honolulu to test new pilot programs in high-incidence areas and monitor effectiveness using quantitative, measurable metrics.

Cites successful models from other cities including Sacramento's bulk pickup program (half the cost of cleanup), Houston's "One Clean Houston" program (neighborhood drop-off locations and public education), and Milwaukee's citizen reward program for reporting illegal dumping.

Directs transmission of the resolution to the Mayor, District 1 City Councilmember, Director of Environmental Services, and Chief of the Refuse Division of the City and County of Honolulu.
