Requests the Department of Law Enforcement and Department of Health to convene a task force to address no-trespassing policies along Oahu streams and improve state-county coordination on environmental and public health issues.

Task force composition includes the Directors of Law Enforcement and Health, the Mayor of Honolulu (or designees), and chairs of relevant House and Senate committees, plus four community members selected by legislative and executive leadership.

Task force directed to develop recommendations for humane no-trespassing enforcement, improve inter-agency coordination, identify resources to connect homeless individuals to shelter and services, and evaluate environmental impacts of encampments.

Task force must convene by August 1, 2025, and submit findings and recommendations to the Legislature no later than 20 days before the 2026 Regular Session, ceasing operations on June 30, 2026.

Addresses safety hazards from stream encampments including flood risks, biohazard exposure, improper waste disposal, pollution of waterways, and blocked floodways requiring emergency rescues.
