Hawaii's state infrastructure received a D+ rating from the American Society of Civil Engineers, with an estimated $1.1 billion in unfunded infrastructure needs despite receiving a $6.6 million federal HUD grant.

The City and County of Honolulu has a poor track record with prematurely awarding development contracts, and developers continue building new homes without proper infrastructure in place.

West Oahu has experienced significant development without adequate infrastructure upgrades, and inadequate infrastructure has delayed housing options addressing the State's 50,000-unit housing shortage.

Urges the City and County of Honolulu and developers to coordinate infrastructure plans and collaborate with stakeholders to ensure adequate infrastructure is in place before building new housing developments.

Directs transmission of this resolution to the Hawaii Public Housing Authority Executive Director, Honolulu Mayor, City Councilmember for District 1, Department of Planning and Permitting Director, and presidents of D.R. Horton and Gentry Homes.
