Request the Department of Accounting and General Services to study the feasibility of capping project and construction management costs at 10 percent of total project costs for state construction projects.

Note that management costs have increased significantly over the past decade, with some contractors charging as much as 15 percent of project costs, compared to the traditional range of 7 to 11 percent.

Acknowledge that Hawaii faces high construction costs due to transportation expenses, fuel costs, and high labor expenses, and that controlling these costs would improve state fund efficiency.

Require the Department to submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2026 Regular Session.

Direct that a certified copy of the resolution be transmitted to the Comptroller.
