• Requests the Legislative Reference Bureau to study how Iowa, Louisiana, Maryland, Oregon, Texas, and the District of Columbia produce fiscal notes for legislation.

• Requires analysis of each jurisdiction's statutes governing fiscal notes, types of bills covered, production and revision timing, information included, responsible entities, and financial projection periods.

• Notes that Hawaii currently lacks formal fiscal notes and that the Office of the Legislative Analyst, established by Act 127 (1990), has never been funded despite having statutory authority to provide fiscal analysis.

• Directs the Legislative Reference Bureau to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2026 Regular Session convenes.
