Requests the Mayor of Honolulu, Honolulu City Council, and Department of Parks and Recreation to create a dedicated animal education and training complex within Kalaeloa parklands, which the City acquired approximately 400 acres from the United States Navy on June 12, 2024.

Proposed complex should include bathrooms, secure indoor meeting and exhibition rooms (similar to McCoy Pavilion at Ala Moana Beach Park), food preparation facilities, and secure storage areas for animal club equipment.

Storage areas should accommodate equipment for dog agility, dog obedience, Fast CAT competitions, and cages needed for benched cat, rabbit, and bird shows.

Addresses the lack of animal-friendly venues on Oahu, particularly in the Kapolei area and City Park District 3 (Waipahu to Waianae), which currently has only one on-leash dog park and no public off-leash dog parks.

Directs transmission of certified copies to the Mayor, Honolulu City Council Chairperson, and Parks and Recreation Director.
