HCR 69 Summary

• Requests the Office of the State Fire Marshal to establish a Vegetation Management Working Group to study and recommend regulations defining property owner obligations for vegetation management on public and private lands to reduce wildfire risk.

• Directs the Working Group to develop recommendations defining line clearance tree trimmers and establish minimum safety standards, training, and qualifications for individuals performing tree trimming near electric utility facilities.

• Specifies Working Group membership including the State Fire Marshal (chairperson), Directors of Transportation and Commerce and Consumer Affairs, Public Utilities Commission Chairperson, Board of Land and Natural Resources Chairperson, Superintendent of Education, representatives from utilities, labor unions, and county mayors.

• Requires the Working Group to consider Hawaiian Electric Company's Climate Adaptation and Wildfire Safety Strategy filings with the Public Utilities Commission and utility hazard mitigation plans filed in response to PUC Order No. 40396.

• Mandates submission of findings and recommendations to the Legislature no later than 20 days before the 2026 Regular Session, with the Working Group dissolving on June 30, 2026.
