Transportation sector accounts for approximately 48 percent of Hawaii's greenhouse gas emissions, with aviation being a significant contributor within that sector.

Requests the Department of Transportation to facilitate and accelerate adoption of sustainable aviation fuels across Hawaii's aviation sector in collaboration with the Hawaii State Energy Office, airlines, fuel producers, and other stakeholders.

Requires integration of sustainable aviation fuel adoption into the Greenhouse Gas Reduction Plan mandated by the Navahine v. Hawaii Department of Transportation settlement agreement.

Directs the Department of Transportation to submit a progress report on sustainable aviation fuel adoption efforts and any proposed legislation to the Legislature no later than 20 days prior to the 2026 Regular Session convening.

Supports Hawaii's climate goals to reduce greenhouse gas emissions by 50 percent below 2005 levels by 2030 and achieve net-zero emissions across all transportation sectors by 2045.
