Requires the Department of Transportation to submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2026 Regular Session convening.

Directs certified copies of the resolution be sent to the Director of Transportation and Ko Olina Golf Club owners and management.
