Request the Auditor to conduct a sunrise review of House Bill No. 434, which proposes regulation of doulas by the Department of Commerce and Consumer Affairs.

Doulas provide non-medical emotional, physical, and informational support before, during, and after childbirth, distinct from clinical midwifery services.

Section 26H-6, Hawaii Revised Statutes, requires new measures subjecting unregulated professions to licensing or regulatory controls be referred to the Auditor for analysis.

Auditor must submit findings to the Legislature no later than twenty days prior to the Regular Session of 2026.

A certified copy of the concurrent resolution must be transmitted to the Auditor.
