Requests the Insurance Commissioner to study the impacts of reforming or eliminating title insurance requirements statewide to reduce financial barriers to home ownership.

Directs the Insurance Commissioner to submit a report of findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the 2026 regular session.

Acknowledges that title insurance, purchased with a one-time payment to protect homebuyers from unknown claims affecting property value or ownership rights, contributes to increased upfront costs that create financial barriers for prospective homebuyers.

Requires transmittal of a certified copy of the resolution to the Insurance Commissioner.
