Disapproves the 2025 Commission on Salaries recommendations for salary increases for the governor, lieutenant governor, department heads, legislators, and judges, citing excessive increases given current economic conditions in Hawaii.

Requires the Commission to reconvene no later than November 2025 to review reasons for the legislature's disapproval and submit new salary recommendations to the 2026 legislative session.

Establishes that the Commission's reconvening does not toll the six-year cycle for salary review recommendations, with the next regular review cycle continuing per constitutional requirements.

Directs certified copies of the resolution to be transmitted to the Governor, Lieutenant Governor, Chief Justice, Senate President, House Speaker, and the Commission chair.
