Request the Hawaii Housing Finance and Development Corporation's Board Chairperson to establish a task force to study feasibility of an equity conversion mortgage program for kupuna (elderly) homeowners.

Task force directed to examine House Bill No. 1306's Kupuna Home Equity Conversion Mortgage Program proposal and research implementation requirements including eligibility, consumer protections, housing transitions, and cost limits.

Task force composition includes the HHFDC Board Chairperson (chair), Director of Commerce and Consumer Affairs, Director of Human Services, and Executive Director of Hawaii Public Housing Authority, with option to add other relevant members.

Task force must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2026 Regular Session convening.

Addresses kupuna resource gap by studying reverse mortgages that allow elderly homeowners to access home equity without selling or taking on monthly loan payments.
