HCR 89 Summary

• Urges the State of Hawaii and City and County of Honolulu to collaborate on developing a world-class sports complex in West Oahu, specifically in the Kunia or Kapolei areas.

• Specifies the complex should be 200-400+ acres and include a 65,000-seat stadium, four football/soccer fields with running tracks, four baseball/softball fields, and indoor arenas for boxing, gymnastics, swimming, and other sports.

• Requires the complex to include a Pacific Culture Center for cultural exchanges and ancillary facilities for sports medicine, rehabilitation, education, and team accommodations.

• Directs the Office of the Governor and Office of the Mayor to conduct a feasibility study and submit findings and recommendations, including proposed legislation, to the Legislature no later than 20 days before the 2026 Regular Session.

• Encourages partnerships with public and private entities from the United States and Asia-Pacific region to minimize state capital investment and reduce taxpayer risk while generating revenue through visitor fees.
