Requests establishment of a two-year homelessness sanctuary pilot program on public land in Honolulu to provide safe housing and services for homeless individuals and families.

Requires designation of a specific location by November 1, 2025, and opening for habitation by January 1, 2026, with required facilities including central tent shelter, vehicle parking area, restrooms, showers, lockers, laundry, and waste disposal.

Mandates provision of at least one meal per day through nonprofit partnerships, allows residents to set up individual tents and keep pets, establishes paid volunteer and employment opportunities at minimum wage, and implements zero-tolerance policies for illegal drugs, violence, and obscenities.

Requires survey of residents to determine additional desired services such as job training, education, childcare, and transportation, with high-priority needs to be provided based on available funding.

Directs Governor's Coordinator on Homelessness to submit progress reports to the Legislature before 2026, 2027, and 2028 regular sessions evaluating program effectiveness and recommending whether to make the pilot program permanent, with program termination set for December 31, 2027.
