Urges the Department of Education to strengthen local farm-to-school initiatives to increase procurement of locally grown food and reduce Hawaii's reliance on imported goods.

Requires the Department to streamline procurement processes for small- and medium-scale farmers, including simplifying contracting requirements and increasing sourcing policy flexibility.

Requests the Department develop a statewide database of eligible local farms interested in supplying food to schools and increase financial incentives through grants, subsidies, or dedicated budget allocations.

Directs the Department to ensure culturally appropriate Native Hawaiian crops, including kalo, ʻuala, and ulu, are incorporated into school meal programs to support food sovereignty and indigenous agricultural practices.

Requires the Department to submit a progress report to the Legislature no later than twenty days before the start of the 2026 Regular Session, including any proposed legislation.
