Request the State Auditor to conduct an audit of the Department of Education's capital improvement projects and finances since 2021.

Examine how the Department of Education expends money on capital improvement projects, including the prioritization and distribution of funds.

As of January 2024, the Department of Education had over $2 billion in unspent capital improvement program funds at school facilities, despite receiving nearly $1 billion in appropriations during the 2021-2023 fiscal biennium.

Require the Auditor to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the start of the 2026 Regular Session.

Address concerns about aging school infrastructure, with approximately 20 percent of Hawaii's public schools over 100 years old and the average school building age at 72 years.
