Department of Labor and Industrial Relations is requested to conduct a study on establishing a Workforce Excellence Award Program recognizing craftspersons, modeled after France's Meilleur Ouvrier de France competition established in 1924.

Study must research and recommend a program adapted to Hawaii that includes public nominations, annual awards presented by the Governor at a historically significant venue, and recognition of excellence judged against a standard of perfection rather than competition between nominees.

Department must assess key industries to include in the program and identify cost-effective means of implementing the Hawaii Workforce Excellence Award Program.

Department of Labor and Industrial Relations must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2026 Regular Session convenes.

Study aims to preserve Hawaii's cultural craftsmanship traditions, promote alternative career paths to diversify the economy, and encourage future participation in potentially declining trades.
