Office of Elections requested to convene a working group on automatic voter registration to make recommendations on changing the system from opt-in to opt-out.

Working group membership includes the Chief Election Officer (chair), Director of Transportation, Director of Customer Services for City and County of Honolulu, and representatives from Common Cause Hawaii, League of Women Voters, and Institute for Responsive Government.

Working group must submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2026 Regular Session convenes.

Resolution cites Hawaii's 2024 primary election turnout of only 32.1 percent of registered voters as lowest in 65 years, and notes the current opt-in automatic registration system fails to include the total potential voter population.

Certified copies of the resolution must be transmitted to the Chief Election Officer and representatives of all participating organizations.
