Urges the U.S. Environmental Protection Agency to provide federal assistance through Clean Water State Revolving Funds for Honolulu's wastewater treatment infrastructure improvements.

References a $174 million infrastructure project to upgrade in-vessel bioconversion facilities at the Sand Island Wastewater Treatment Plant, the state's largest wastewater treatment facility, with completion expected by October 2028.

Notes that upgrades will improve efficiency and capacity of the plant, including new anaerobic digesters and sludge storage tanks to manage increased waste volumes and support city growth.

References the Bipartisan Infrastructure Law (P.L. 117-58, enacted November 2021), which allocated $1.2 trillion in federal infrastructure funds and more than $50 billion specifically for water infrastructure through EPA programs.

Directs that certified copies of the resolution be transmitted to Hawaii's Congressional Delegation, the EPA Administrator, the Honolulu Mayor, and the Director of the Department of Environmental Services.
