Urges the state, counties, and relevant agencies to provide increased and sustained funding to the Invasive Species Committees (ISCs) and Hawaii Ant Lab within the Pacific Cooperative Studies Unit at the University of Hawaii at Mānoa.

Identifies invasive species as a major threat to Hawaii's native ecosystems, agriculture, and tourism industries, with potential costs reaching millions of dollars in damages and lost revenue.

Directs funding toward expanding invasive species control programs, increasing research and early detection monitoring, enhancing public education, improving interagency coordination, and providing treatment grants to residents and farmers.

Requires transmission of certified copies to the Governor, Board of Agriculture Chairperson, Board of Land and Natural Resources Chairperson, PCSU Director, and all county mayors.
