Urges the Federal Aviation Administration and Hawaii State Department of Transportation to encourage and facilitate expansion of alternative airline services using short takeoff and landing (STOL) capable aircraft to serve rural communities including Molokai, Lānaʻi, and Hāna.

Directs the State Department of Transportation to investigate incentives, partnerships, and regulatory changes to facilitate operation of STOL aircraft in rural areas.

Requests the State Department of Transportation to conduct a feasibility study on implementing a rural air service program, examining funding mechanisms, regulatory considerations, and potential airline partnerships including public-private partnerships.

Requires the State Department of Transportation to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2026 Regular Session convenes.

References successful international and domestic rural air service models including the Essential Air Service program, Norway's Public Service Obligation routes, Australia's Royal Flying Doctor Service, and Alaska's Rural Aviation System.
