Honolulu Emergency Medical Services responded to over 130 pedestrian cases in 2024, a 13% increase from 2023, with most collisions occurring between dusk and dawn due to reduced visibility.

U.S. Department of Transportation findings indicate that wearing reflective material visible from front and back is the most effective way to increase pedestrian conspicuity and improve safety during low-visibility conditions.

Urges the City and County of Honolulu to encourage pedestrians to wear reflective gear between dusk and dawn and to collaborate with the Department of Transportation to identify high-risk pedestrian areas and erect warning signage.

Directs the City and County of Honolulu and Department of Transportation to create and implement a public education campaign on pedestrian safety and any ordinances adopted as a result of this measure.

Requires certified copies of the resolution to be transmitted to the Director of Transportation, Mayor of Honolulu, Honolulu City Council Chairperson, and Director of the Department of Transportation Services.
