Requests the Legislative Reference Bureau to study the implementation process and financial impact of adopting fiscal notes in Hawaii's legislative procedure.

Directs the study to determine the appropriate method for adoption (statute or House Rules), identify staffing and program costs, and ensure public availability on the Hawaii State Legislature website.

Requires examination of implementation barriers including staffing constraints, costs, and technological limitations, with case studies from Colorado, Louisiana, Minnesota, and Texas.

Requests consideration of implementation through the existing Office of the Legislative Analyst under HRS Section 21F-6, as recommended in HB296 (2025).

Requires the Legislative Reference Bureau to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2026 Regular Session convenes.
