Requests the Office of Wellness and Resilience to develop a report addressing developmental needs of children born during the COVID-19 pandemic (2018-2025).

Report must include trauma-informed care research and practices that identify trauma effects, present intervention strategies, and recommend evidence-based interventions for school transitions.

Report must outline current services from the Department of Education, Department of Health, Department of Human Services, Office of Hawaiian Affairs, Executive Office on Early Learning, and community organizations addressing social-emotional learning losses.

Report must analyze available services for individuals and families affected by the 2023 Maui wildfires and identify existing support services for educators experiencing secondary traumatic stress.

Office of Wellness and Resilience must submit the report with any proposed legislation to the Legislature by December 31, 2026.
