Request that the City and County of Honolulu transfer its authority to construct a Makakilo Drive extension to Kualakai Parkway to the State of Hawaii.

Address the single evacuation route from Makakilo, which poses safety concerns highlighted by the 2023 Maui wildfires and the need for alternative escape routes.

Note that the Makakilo Drive extension has been a decades-long promise to residents and that the City has encountered design and planning setbacks over the years.

Cite traffic congestion, limited emergency vehicle access, and diminished quality of life for area residents as consequences of the project delay.

Direct certified copies of the resolution to be transmitted to the Director of Transportation, Mayor of the City and County of Honolulu, and the Chairperson of the Honolulu City Council.
