H.R. 142 Summary

• Department of Health is requested to convene a task force to identify and develop minimum professional standards for community health worker training programs in Hawaii.

• Task force shall include representatives from 12 stakeholder groups including the Department of Health (serving as chair), Med-QUEST Division, University of Hawaii-West Oahu, Kapiolani Community College, one community health worker from each county, and various health-related organizations.

• Members from the specified 12 stakeholder groups must constitute at least 50 percent of the total task force membership, with provision for additional members with specialized expertise if recommended and approved by the chair.

• Task force shall submit a report of findings, recommendations, and any proposed legislation to the Legislature no later than 20 days prior to the convening of the Regular Session of 2026.

• Department of Health is requested to provide necessary administrative support to the task force, including preparation and drafting of the report.
