Department of Land and Natural Resources shall convene a working group to assess environmental and conservation initiatives needed to transition Volcano, Hawaii into a biosphere area that promotes sustainability and community well-being.

Working group shall be chaired by the State Representative from House District 5 and include a representative from the Volcano Community Association.

Working group shall conduct a literature review of environmental and socioeconomic conditions in Volcano, Hawaii and develop best practices for native ohia forest stewardship including sustainable development, land use, and water resource management.

Working group shall develop a community engagement strategy to increase education and awareness of environmental issues, create a monitoring and evaluation system for conservation initiatives, and identify potential buffer zones and conservation easements for ohia forest preservation.

Working group shall submit findings and recommendations to the Legislature and Hawaii County Council no later than 20 days before the 2026 Regular Session and shall cease to exist on June 30, 2026.
