Requests the Department of Taxation to establish a vacant homes surcharge task force to research and report on impacts and implementation of a general excise tax surcharge on vacant homes similar to House Bill No. 489.

Task force membership includes the Director of Taxation (as Chairperson), Director of Business, Economic Development, and Tourism, Executive Director of the Hawaii Housing Finance and Development Corporation, and other individuals as requested by the Chairperson.

Task force must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the convening of the Regular Session of 2026.

Resolution cites concerns about vacant second homes reducing housing availability, increasing home prices and rental costs, and not contributing to the local economy through occupancy-based spending.

Suggests a vacant homes surcharge could incentivize property owners to occupy their properties or make them available for long-term rental and could generate revenue for rental assistance and affordable housing programs.
