Request that the Department of Corrections and Rehabilitation incrementally and systematically reduce the number of inmates incarcerated in private, out-of-state correctional facilities.

Require the Department to submit progress reports to the Legislature no later than twenty days before the regular sessions of 2027, 2028, 2029, and 2030 detailing reductions in out-of-state inmate populations.

Acknowledge that Hawaii has relied on private, for-profit, out-of-state correctional facilities for over two decades to house a significant portion of the state's inmate population.

Note that out-of-state incarceration separates inmates from their families and support networks and contradicts the original intent of Act 208 (1994), which authorized such transfers only for individuals without strong community ties to Hawaii.

Transmit certified copies of the Resolution to the Governor and Director of Corrections and Rehabilitation.
