Urges the Department of Land and Natural Resources and City and County of Honolulu to implement green fire breaks in West Oahu to reduce wildfire risk.

Identifies West Oahu and the Leeward region as having high fire risk due to dry weather patterns, urban development, steep slopes, and non-native vegetation.

Green fire breaks use native plants with higher moisture content and slower burn rates to create buffer zones that slow wildfire spread and provide time for emergency response and evacuation.

Requires the State Fire Council to be consulted during implementation to provide guidance on deploying green fire breaks in West Oahu.

Directs transmission of certified copies to the Board of Land and Natural Resources Chairperson, State Fire Council Chair, and Honolulu Mayor.
