Establishes the Task Force for SPEED (Simplifying Permitting for Enhanced Economic Development) to identify actions needed to expedite, facilitate, and coordinate state and intergovernmental permit processes.

Task force shall consist of 13 required members including one House representative (as Chair), one Senator, and representatives from the Governor's Office, Department of Business Economic Development and Tourism, Public Utilities Commission, Department of Land and Natural Resources, Hawaii Community Development Authority, Hawaii Housing Finance and Development Corporation, Land Use Commission, Office of Planning and Sustainable Development, Small Business Regulatory Review Board, State Historic Preservation Division, and Wastewater Branch of the Department of Health.

Chair is requested to invite additional members including representatives from Hawaii's congressional delegation and the planning departments of all four counties (Honolulu, Maui, Hawaii, and Kauai).

Task force representatives must be designated by August 1, 2025, with the first meeting to occur by October 1, 2025, and a report submitted to the Legislature at least 20 days before the 2026 Regular Session.

Task force shall cease to exist on June 30, 2027.
