Cites the Marshall Islands' economic dependence on United States payments under the 1983 Compact of Free Association and notes that only 43% of Marshallese adults over 25 have completed high school and 9% have graduated from college

Notes that nuclear testing legacy has caused significant health issues including cancer and birth defects, and that 90% of the food supply is imported, with 80% of imports being processed foods contributing to high obesity and diabetes rates

Directs the Peace Corps to coordinate humanitarian efforts with the U.S. Department of Defense, State of Hawaii, United Nations, Red Cross, and other organizations providing economic relief and food security

Requires certified copies of the resolution be transmitted to the Marshall Islands Minister of Foreign Affairs, U.S. Secretary of Defense, Administrator of the U.S. Agency for International Development, Director of the Peace Corps, and Governor of Hawaii
