Urges all four Hawaii counties (Honolulu, Maui, Hawaii, and Kauai) to inventory designated emergency refuges and shelters and document their ability to withstand category one hurricanes or higher.

Requires counties to publish electronic lists on government websites including facility name, address, hurricane category rating, capacity limit, pet-friendliness, and access/functional needs accommodations.

Mandates counties include disclaimers that shelters may not be open during all emergencies and that designations are determined when an emergency is declared.

Encourages counties to collaborate with Hawaii Emergency Management Agency to publish a statewide consolidated list of shelters and their respective hurricane ratings.

Directs transmission of certified copies to the Hawaii Emergency Management Agency Administrator and emergency management officials in each county.
