Urges the Department of Education and Honolulu Police Department to establish Junior Police Officer or similar programs through school-police partnerships in all Oahu schools.

Cites existing school-police partnership programs including Officer Friendly, Drug Abuse Resistance Education (D.A.R.E.), and Gang Resistance Education and Training (G.R.E.A.T.) that have operated nationally since the late 1900s.

References Honolulu Police Department's current community programs including the Citizens Police Academy, D.A.R.E., Law Enforcement Explorers Program (L.E.E.P.), and Police Activities League (P.A.L.).

Notes that Junior Police Officer programs allow students to take leadership roles in schools, enforce campus safety rules, and participate in annual Field Day events.

Directs certified copies of the resolution be sent to the Superintendent of Education, Board of Education Chairperson, Chief of the Honolulu Police Department, and Chair of the Honolulu Police Commission.
