Urges the State Department of Transportation and the City and County of Honolulu's Department of Transportation Services to study and implement traffic calming measures throughout Hawaii Kai to reduce speeding.

Urges both departments to adjust traffic light timing on Kalaniana'ole Highway to maximize traffic flow, including exploring flashing yellow turn signals during low traffic volume hours to allow drivers discretion when turning safely.

Directs transmission of certified copies of the resolution to the State Director of Transportation, the City's Department of Transportation Services Director, and the Honolulu City Council's District Four Councilmember.
