Request the Department of Human Services' Office of Youth Services and Juvenile Justice State Advisory Council to examine availability and utilization of aina-based learning programs for youth in the juvenile legal system

Direct the Council to create and disseminate a list of organizations employing aina-based learning that courts may use to assign community service to minors in family court

Aina-based learning is grounded in teaching through the land, ocean, air, and living things, offering youth opportunities to connect with their culture and strengthen family and community bonds

Research indicates that fees, fines, and costs disproportionately burden Native Hawaiian, Pacific Islander, and African-American youth, and that cultural disconnection increases recidivism

Transmit certified copies of the resolution to the Director of Human Services, Executive Director of the Office of Youth Services, and Chairperson of the Juvenile Justice State Advisory Council
