Requests the Department of Land and Natural Resources to establish a Kailua Bay Advisory Working Group to address management and operational issues at Kailua Pier in Kailua-Kona, Hawaiʻi Island

Working group shall meet monthly and address issues including safety for swimmers and boaters, commercial and cultural activities, facility repairs and funding, water quality and marine protection, homelessness, and parking availability

Working group membership includes state legislators, county officials, Hawaii Police Department, Hawaii Tourism Authority, local canoe clubs, business improvement district, hotel representative, and four community at-large members

Requires quarterly reports to the Legislature beginning in 2025 for two years with findings, recommendations, and any proposed legislation

Division of Boating and Ocean Recreation Administrator shall serve as chairperson of the working group
