HR 19 Summary

• Urges the Governor to create a task force on military partnership to develop and strengthen the public-military relationship in Hawaii, which hosts over 42,000 active duty military personnel and 14 military reservations.

• Task force membership to include the Governor, President of the Senate, Speaker of the House of Representatives, Mayor of the City and County of Honolulu, and Commander of the United States Indo-Pacific Command.

• Directs the task force to consider how the public can benefit from military processes and resources, including water resources, recreational facilities (gyms, fields, pools), housing, land use, water treatment technologies, electrical power production, and employment opportunities.

• Requires the task force to submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2026 Regular Session convening.

• Acknowledges past damage to public-military relations from incidents including the Red Hill fuel leaks and military ordnance training at Kahoolawe.
