Recognizes Taiwan as the world's largest semiconductor producer, a critical trade partner producing over 90% of advanced chips, and the United States' seventh largest merchandise trading partner with $158.6 billion in total goods trade

Affirms the 1993 sister-state relationship between Hawaii and Taiwan, noting Taiwan's assistance to Hawaii after the August 2023 wildfires and the cooperation between the State of Hawaii Office in Taipei and Taipei Economic and Cultural Office in Honolulu

Supports further progress on the United States-Taiwan Initiative on 21st-Century Trade and Taiwan's desire to negotiate a Bilateral Trade Agreement, Bilateral Investment Agreement, and Avoidance of Double Taxation Agreement with the United States

Directs transmission of certified copies to the President, Congressional leadership, Secretary of State, Secretary of Defense, U.S. Trade Representative, Hawaii's Congressional delegation, Governor, and Director of Business, Economic Development, and Tourism
