Urges the Maui County Planning Department to retain the word "require" in the South Maui Community Plan regarding infrastructure requirements for development projects.

Requests that the Planning Department consider policies from other U.S. municipalities (California, Florida, Colorado) that mandate infrastructure completion before new development occupancy.

Expresses concerns that removing the word "require" could weaken enforcement and accountability, potentially leading to overdevelopment, traffic congestion, and strain on water, sewer, and emergency response systems.

Directs certified copies of the resolution be transmitted to the Mayor of Maui County, the Director of the Maui County Planning Department, and the chair of the Maui County Council.
